Cr Hamer Could an offal pit be constructed at the waste transfer station?
General Manager advised that carcass pits have very stringent requirements that may not be able to be met due to the surrounding wetlands and potential leeching of matter into the wetlands. Currently a carcass pit is not likely to be feasible.
Cr Hamer Why is no advertising done before the trapping of cats in Zeehan?
General Manager stated there is a cat management area declared under the act, which undertook public consultation to decide what area is declared. Advertising has not previously taken place as to not bring awareness and risk of theft to the traps, however trapping has currently ceased due to continued trap theft. Advertising and interviews have since been done regarding the trapping and Council aims to resume trapping within the next two weeks. Council requests that the community do not interfere with the traps.
Cr Iwanicki Any update on completion for works on Penghana Road, works appear to be finished but lots of loose gravel and looks incomplete.
General Manager advised it is an ongoing discussion with State Growth. Staff have met onsite to discuss the scope of works that need to be done. Excess gravel is left over from the bitumen which is normal, however State Growth has been asked to do a sweep of the area.
Deputy Mayor Butterfield Any updated with the EV Charging issues in Tullah?
Council is working with service provider to upgrade the meter for the station so it can become operational.
Cr McKay Is there any update on the Fossey toilets upgrade?
Mayor stated he will write to State Growth for an update, as have not heard from them since last communication some time ago.

REPORT – TASWATER HYDRATION STATIONS
Recommendation
That Council:
- Approve the installation of TasWater Hydration Stations in all locations noted by TasWater to be appropriate in the West Coast Municipality, and agree to the ongoing costs and maintenance as permanent installations after the two year trial period or;
- Approve the installation of TasWater Hydration Stations, but use the proposed two year hand over period as a pilot programme to obtain the relevant information in regard to maintenance costs, and decide if Council wish to take the Station on as a permanent asset at that time or;
- Decline the installation of the TasWater Hydration Stations due to the ongoing cost commitment Council would be required to make to ensure the Stations are compliant for water quality purposes, and the asset is appropriately maintained in line with the TasWater maintenance schedule (to be supplied)

- Ceasing all temporary (multi-year) permits on 30 June 2024 and instructing permit holders to exit sites, or
- Phasing out temporary (multi-year) permits, by converting all temporary (multi-year) permit holders to 12 monthly permits, with conditions consistent across all sites.AND
- Adopt the proposed annual permit fee for the 2024-2025 period (Appendix 1), for:
- The temporary (multi-year) permit holders.

2024/14 – PROPOSED CHANGE OF USE TO DISTILLERY AND TOURIST OPERATION
Recommendation
That the report by the Planning Officer dated 5 June 2024 concerning development application DA 2024/14 be received and that Council approve the proposed change of use at 15 Esplanade, Strahan subject to the following conditions: plans Consent is for the proposed change of use at 15 Esplanade, Strahan substantially in accordance with Strahan Distillery Development Application (undated) and all associated attachments.SignageConsent is for the placement of statutory and regulatory signage to satisfy any legal and work health and safety requirements.No other marketing signage is approved as part of this permit.
Commercial vehicle movements
Commercial vehicle movements and the unloading and loading of commercial vehicles must be within the hours of:
7.00am to 9.00pm Monday to Saturday; and
8.00am to 9.00pm Sunday and public holidays.
Hours of operation
Any emission generating activity related to noise, patronage, tourism and/or vehicle movements must be within the hours of:
7.00am to 9.00pm Monday to Saturday; and
8.00am to 9.00pm Sunday and public holidays.
Protection against coastal inundation
The proposed use must:
Implement measures to protect property, such as elevating critical equipment, and infrastructure above potential inundation levels (above 2.3m AHD) and securing loose objects that could be displaced by in case of a future inundation event.
Implement measures to minimize environmental damage, such as using eco-friendly materials for construction and storage, implementing spill prevention and response measures, and complying with environmental regulations.
Ensure that casks are stored in a secure manner and are properly sealed to prevent water damage.
Ensure that the storage facility and surrounding areas are equipped with adequate safety measures, such as emergency evacuation routes, first aid kits, and fire extinguishers.
