Mayor's Update - January 2023

MAYOR’S SUMMARY JANUARY 2023

The Ordinary Meetings of Council was held on Tuesday 24 January in Queenstown.

Due to a last-minute technical issue, the meeting was not available to view via LIVE Stream. The meeting was open to the public attendance. There was one member of the public in attendance. All Councillors attended at the meeting.

PUBLIC QUESTION TIME

There was one question presented to Council during Public Question Time.

7/10 Wilsdon Street Queenstown

While attending the Queenstown Gym on Monday 23 January (7:38pm - 9:03pm) I noticed that the facility was being used by three local girls, aged ~14 (Grade 8).

I urge Council to take action against these facilities being used by youths, contrary to the membership terms and conditions, and to the inconvenience of paying members such as myself.

Without decisive and prompt action, there is a risk that these facilities will again become a "hang-out" for youth, as we have experienced in the past. This is not fair on paying members, nor the experience expected at a gym.

I similarly ask Council to keep these concerns in mind when developing the gym facilities into the future, e.g., rock climbing wall in Queenstown, redevelopment of the Zeehan gym, build of Strahan gym, and to find ways to enforce the sharing of access cards, etc.

The General Manager advised that there are cameras which are time stamped located in the gyms. When incidents are reported, these can be viewed, investigated and Council can cancel membership if access is identified as being in breach of terms & conditions.

The General Manager asked that members who encounter this should take note of the date and time of the breach and report to Council as soon as possible.

The Local Government Association has called for representatives from Local Government to represent the Local Government Association on the Heritage Council.

Cr Graham asked for Council to endorse his nomination for a term of 3 years.

CORRESPONDENCE NOTES

Louisa Galpin letter:

Council advised that the response should be the same as a recent Macquarie Heads letter response, adding that the messaging needs to be consistent.

The General Manager advised that Councils process are reflective of considerations highlighted by the Economic Regulator and aimed at directing people to other businesses in the first instance, over Councils facility.

Mayor Pitt added the cost of the Macquarie Heads campground is in line with various PWS facilities around the state, which do not have the facilities which are provided for use at Macquarie Heads.

Minister Jaensch letter- West Coast School Results

Cr McKay asked that this letter be deferred to the Education & Training Commmittee for follow up.

Cr Graham asked if the Minister had supplied an update?

The General Manager advised that Council will be presented with a presentation at the February Council Workshop.

CODE OF CONDUCT POLICY REVIEW

Recommendation

That Council:

a. Resolve to adopt Policy WCC.005 Code of Conduct Policy in accordance with the Local Government Act 1993 and the Local Government (Model Code of Conduct) Order 2016.

or

b. Refer to Council Workshop for further review.

Recommendation

That Council:

a. Approve and adopt the WCC.006 Councillor Expenses and Allowances Policy Version 5

or

b. Refer to Council Workshop for further review.

That Council:

Approve and adopt the WCC.006 Councillor Expenses and Allowances Policy Version 5 with the following additions to the policy:

a. With regard to travel, that Councillors in the first instance, utilise Council pool cars where available, which also includes the Mayors vehicle and;

b. Travel to events is to be approved by the Mayor or by Council resolution.

That Council:

a. Approve and adopt policy WCC.007 Gifts & Donations (Councillors)

or

b. Refer to Council Workshop for further review.

That Council will formally acknowledge receipt (within 2 working days) of a customer request, with further information to be provided to the customer as the request is progressed and actioned.

EVENT FUNDING APPLICATION - MT LYELL STRAHAN PICNIC

Endorse the Mayor and General Manager to approve Events Cash Sponsorship Fund of $2,000.00 to the applicant as detailed above.
