WEST COAST COUNCIL MEETING OVERVIEW

MAYOR’S SUMMARY MARCH 2023

The Ordinary Meetings of Council was held on Tuesday 28 March in Queenstown.

The Open Session part of the meeting was made available to view via LIVE Stream. The meeting was open to public attendance. There were a number of members from the public in attendance.

All Councillors attended the meeting.

PUBLIC QUESTION TIME

There were no questions raised in Public Question Time.

COUNCILLOR RAISED ISSUES                      

Question without Notice

Mayor Pitt requested an update on the progress of the Strahan toilet development works.

Manager of Infrastructure & Operations reported that according to contractors it will be three days for plumbing and waterproofing to be completed, with completion of works expected in 7 days.

Incident

Cr Iwanicki asked what the council process is when an incident is reported. Cr Iwanicki also raised concerns that the recorded chain of events was hard to follow.

General Manager outlined that it depends on the nature of the issue. If it’s a safety concern it would be investigated and reviewed by the safety committee and the individual driver would be questioned. If it was not a safety issue it would be investigated by the normal HR process. The only time these matters arise in correspondence is if public write directly to a councillor or the Mayor. In many cases there is confusion about the circumstances and if it is a Council vehicle actually involved in the incident.

Cr Iwanicki stressed that without cameras installed in vehicles, it is difficult to know the facts. All Councillors were in favour of leaving the issue with GM to finalise.

Cr Iwanicki noted the correspondence was just a comment. All Councillors in favour that no action or response needed.

REPORT – EVENT SPONSORSHIP ROSEBERY NEIGHBOURHOOD HOUSE

Recommendation

That Council:

Approve Event Sponsorship for $2,000 for the Rosebery Neighbourhood House Youth Week Event.

Note: a late item update on the report regarding a change to the event provider was approved by Council.

REPORT – EVENT SPONSORSHIP ZEEHAN NEIGHBOURHOOD CENTRE

Recommendation

That Council:

Endorse the Mayor and General Manager to approve Events Cash Sponsorship Fund of $1,100.00 to the applicant as detailed above.

REPORT - PUMP TRACK PROPOSAL WCMBC

Recommendation

That Council:

  1. agree in-principal to partnering with West Coast Mountain Bike Club,   or
  2. direct the GM, or ask WCMBC, to conduct community consultation on the   proposal in alignment with WCC community engagement policy.

REPORT - WALKABILITY STUDY

Recommendation

That Council:

Note the Walkability Study report as presented.

REPORT - RATES GUIDANCE

Recommendation

That Council:

Note the current financial position of Council.

Note the advice in relation to the General Rate, rates for major industry, rates caps and Fees and Charges and provide guidance.

Agree to consult on variation of rates for non-residential worker camps in Zeehan and the land housing the Granville Harbour windfarm, for inclusion in a revised Rates policy.

Agree to include the mechanism for a strategic return to Council in the rates policy but not to pursue implementation for the 23/24 financial year.

REPORT - REMISSIONS FOR PENSION CONCESSIONS

Recommendation

That Council:

Continue to apply pensioner remissions on a yearly basis not retrospectively as per the guidelines set out by State Revenue Office, Department of Treasury and Finance.

REPORT - PRIVACY POLICY

Recommendation

That Council:

  1. Adopt   the newly created Privacy Policy that will mitigate the risk of unauthorised   access, use and disclosure of personal information.

    Or

  2. Refer   to a Council workshop.

REPORT - CRADLE COAST WASTE MANAGEMENT GROUP

Recommendation

That Council:

  1. Endorse the Terms of   Reference for Cradle Coast Waste Management Group (CCWMG) which will progress   with West Coast Council being added to the Group and having an equal vote on   the actions of the Group;
  2. Agree to pay an   equivalent waste levy per tonne to the CCMG to join the group.
