Mayor's Summary - November 2022

The Ordinary Meeting of Council was held on Tuesday 22 November 2022 in Queenstown.

The meeting was available to view via LIVE Stream. The meeting was open to the public attendance with one member of the public in attendance. All members of Council were in attendance.

COUNCILLOR INTRODUCTION 

Recent Local Government Elections has resulted in four new elected members to the West Coast Council (Cr Annie McKay, Cr Liz Hamer, Cr Dwayne Jordan and Cr Vikki Iwanicki), with five previous Councillors re-elected (Cr Lindsay Newman, Cr Scott Stringer, Cr Kerry Graham, Deputy Mayor Robert Butterfield and myself, Mayor Shane Pitt).

At the meeting each Councillor was invited to introduce themselves to Council and was provided with up to 3 minutes to provide an overview of themselves and why they have chosen to be an elected member of Council, for the West Coast community.

Has been active as a Councillor since March 2022. It has been a real learning journey with lots of challenges. He is always available to speak with the community.

Thanked electors. Has been on Council since 2009 and has been in the role of Deputy Mayor during some of that time. He acknowledged that having 3 women on Council will be good representation for the community and he looks forward to continuing the work of the past Council, with the inroads made with State & Federal Governments.

PUBLIC QUESTION TIME

There was one member of the community who presented a question to Council.

Shamus Bourke 41 Cutten Street Queenstown

Mr Bourke spoke on behalf of a resident who had an autistic child, who has indicated that they have difficulty in accessing changeroom facilities at the Queenstown Pool. Swimming is beneficial to the person but due to the age of the person (older teenager), current facilities do not accommodate the assisted needs the mother needs to provide. Eg: the mother cannot go into the male change area and the son is to grown to use the women’s change area. The mother has written to a previous General Manager and the answer has always been lack of funds.

Could a unisex/ disability change room be built and how much would that cost?

The General Manager advised that the Queenstown Pool does not adequately cater for the diversity of the community and that a permanent solution would be a few years away. He encouraged the person to contact Council. He advised that he would be happy to meet with them to discuss a temporary solution. He also said that if those discussions were to be conducted through someone else, he would need permission in writing to speak with that person, on their behalf.

COUNCILLOR RAISED ISSUES                            

Motions without Notice

A Motion without Notice was presented by Cr Graham with regard to legislation implemented to prohibit gill net fishing in Macquarie Harbour in all areas but Swan Basin and the Western shore between the one hour either side of sunset and dawn. Cr Graham advised that this legislation was instituted without any form of consultation with the recreational fishing community or the local West Coast Community. This became law on 1 November this year.

Recommendation 

The Mayor to write to the Minister for Environment, Minister for Primary Industries and Water and the Minister for Resources and express the community’s dissatisfaction with the implementation of this legislation without public consultation.

GENERAL MANAGER’S REPORTS

It was good to see that no vandalism was listed via the General Managers report, and that there was a 5.8% increase in kerb recycling, which will assist with some of the initiatives that Council will need to implement in the future.

I would also like to compliment the success of the Zeehan Gem & Mineral Fair, with over 1,500 people through the gate on Saturday and 700 on the Sunday. I would like to congratulate the committee on a successful event.

334/22 DA2022/42 - 34 GELLIBRAND STREET & LOT 26 FINCHAM STREET, ZEEHAN – PROPOSED VISITOR ACCOMMODATION COMPLEX AND SUBDIVISION AND CONSOLIDATION

Council approved Option B of the Development Application report with an added amendment which included extra conditions to be added to the approval, relating to the control noise and light conditions on site. Council was unanimous in the decision outcome.

337/22 PROPOSED COUNCIL MEETING & WORKSHOP DATES 2023

Council unanimously endorsed the Council Workshop and Council Meeting schedule for 2023.

338/22 ROSEBERY PLAYGROUND REDEVELOPMENT

Council unanimously approved the design and to proceed with the construction tender and procurement for the Rosebery Playground Redevelopment project.

339/22 STRAHAN PLAYGROUND REDEVELOPMENT

Council unanimously approved the design and to proceed with the construction tender and procurement for the Strahan Playground Redevelopment project.

339A/22 LATE ITEM STRAHAN & ZEEHAN GYM REDEVELOPMENTS

Council accepted a late item report.

Council unanimously approved the Redevelopment of Zeehan Gym design (Option B as presented in the report) and approved proceeding to a construction tender.

And

Approve the Strahan Gym Development design (Option B as presented in the report)  and approved proceeding to a construction tender.
