MAYOR’S SUMMARY NOVEMBER 2023

The Annual General Meeting and Ordinary Meeting of Council was held on Tuesday 12 December 2023 in Queenstown.

The meeting was made available to view via LIVE Stream. The meeting was open to public attendance. There were no people in the gallery.

Councillors were all present at the meeting with the exception of Cr McKay, who was on approved leave.

ANNUAL GENERAL MEETING

Recommendation

That Council:

Receive and note the West Coast Council Annual Report 2022-2023 and the public submission/s as presented.

ORDINARY MEETING OF COUNCIL

COUNCILLOR RAISED ISSUES AND INFORMATION

Questions without Notice

Cr Newman 

Relating to Granville Harbour Road which was an issue I raised nearly two months ago. I understand there was an email response from State Growth around the issue which extends from Zeehan out to the quarry. However, the road on the left-hand side coming into Zeehan has greatly deteriorated again. Are there any other avenues Council can explore on this subject?

Response:

The General Manager indicated Council could write to the Minister to express Councils concern about the safety of the road.

That the Council direct the General Manager to contact the Department of State Growth regarding the upgrade slated to be made to the Fossey River rest area to ensure that the needs of West Coast residents and travellers are incorporated as an integral part of any redesign and that during the construction period, temporary toilet facilities are provided for use at this location for the convenience and comfort of the travelling public at all times.

Motion on Notice

That the playground at Strahan be brought up to a safety standard, while waiting for the new playground to be built at Strahan,

Rational…as this is council owned, I find we are liable if safety issues are ignored and not resolved,

Bull ants are a major issue, and everything needs a clean and fencing needs to be addressed asap.

That the General Manager provide all information regarding insurance and our legal standing as directors/councillors and do we need a individual insurance as a group/business.

CORRESPONDENCE

Council reviewed the below incoming and outgoing correspondence for the month, with the following actions were determined.

Noting Decision 

That Council RESOLVES that the Correspondence, both incoming and outgoing, as presented, be noted.

Outcome: Carried

There were no items of correspondence marked for a response.

However, it was noted that Council will continue to advocate for remediation of the Mt Lyell Mine site and Queen River.

REPORT - PROPOSED COUNCIL MEETINGS & WORKSHOPS DATES 2024

Recommendation

That Council:

  1. Endorse the attached   Council Workshop and Council Meeting schedule for 2024, and
  2. Determine the monthly   Council Meeting start time, and
  3. Determine the monthly   Workshop start and finish time.

Council Workshops 2024 would commence at 1pm

Council Meetings 2024 would commence at the time of 5pm.

REPORT - PROGRESS REPORT - STRONG LIVEABLE WEST COAST

Recommendation

That Council:

Note the Progress Report and Environmental Scan from Dr Waddingham, and also note the recommendations within the Report.

REPORT - GROWTH & CHANGE FUNDING ACQUITTALS

Recommendation

That Council:

Note this report and the attached acquittals from the West Coast Ladies Retreat, The Zeehan Neighbourhood Centre – Colour Run and The Unconformity, as per the Financial and In-Kind Policy.

The Council approved the following during Closed Session.

CLOSED REPORT - WEST COAST SPIRIT AWARDS

Council decided upon the recipient(s) of the Australia Day West Coast Spirit Awards 2023. The award will be presented at The Mt Lyell Strahan Picnic at West Strahan Beach on Australia Day 2024 with the recipient/s being publicly announced on the day.

CLOSED REPORT - ZEEHAN & STRAHAN MULTI SPORTS CENTRES

Council selected the successful tender for the Zeehan & Strahan Multi Sport Centre redevelopment projects and approved the additional funding required to complete the projects.
