West Coast Draft Local Provisions Schedule (Draft WCOLPS)

The Tasmanian Planning Commission has issued a notice under Section 35B, and directed the West Coast Council to place the Draft WCOLPS on public exhibition. Representations are invited by 16 October 2020 on the Draft WCOLPS.

The Draft WCOLPS is the local component of the Tasmanian Planning Scheme, and will apply only to the West Coast Council municipality. The Draft WCOLPS is now on public exhibition and open for comment from 17 August 2020 until 16 October 2020.

What is the Tasmanian Planning Scheme?

The Tasmanian Government has legislated to replace the current planning schemes for each Tasmanian Council with a single, Tasmania wide, planning scheme to manage use and development of land.

The Tasmanian Planning Scheme is made of up two parts: the State Planning Provisions and the Local Provisions Schedule, which apply to individual local government areas. The State Planning Provisions have been approved by the Minister for Planning. The WCOLPS, must be read in conjunction with the State Planning Provisions to see what type of development is allowed in the relevant zone or under each code.

What is the West Coast Draft Local Provisions Schedule (Draft WCOLPS)?

The Draft WCOLPS will be the new planning scheme that applies to the West Coast, once it is formally approved.

The Draft WCOLPS will control how land in our municipality can be used and developed. It contains maps of the Zones and Codes that apply to use and development, as well as the specific provisions that apply to each parcel of land.

West Coast Council endorsed the contents of the Draft WCOLPS at its meeting of 27 August 2019. The Tasmanian Planning Commission then conducted a review to ensure that it met all requirements of the relevant legislation. The Commission has confirmed that the Draft WCOLPS is now ready for public exhibition.

The Natural Assets Code applies to areas identified on the code overlay maps. Priority vegetation areas are shown on the code overlay maps

Priority vegetation areas have been identified in accordance with the data and methodology for priority vegetation areas prepared for the region as part of the Regional Ecosystem Model and Priority Vegetation Layers (the Model) by Natural Resource Planning Pty Ltd, February 2018.

The priority vegetation area shown on the overlay maps differs from the raw data generated by the Model in accordance with the Local Provisions Schedule requirements.  To access the priority vegetation area identified in the raw data, click here.

Transitional Provisions

The Draft WCOLPS includes some specific area plans, and code applying provisions that are currently operating in the West Coast Interim Planning Scheme 2013. These provisions have been approved by the Minister for Planning to transition into the Draft WCOLPS under Schedule 6 of the Act and must be included in the Draft WCOLPS. The Local Heritage Places listed in the West Coast Interim Planning Scheme 2013 are identified to transition to the Draft WCOLPS.
