MAYOR’S SUMMARY FEBRUARY 2024

The Ordinary Meeting of Council was held on Tuesday 27 February 2024 in Queenstown.

The meeting was made available to view via LIVE Stream. The meeting was open to public attendance. There were 3 people in the gallery.

Councillors were all present at the meeting, except for Cr Newman who is undertaking approved leave.

COUNCILLOR RAISED ISSUES AND INFORMATION

Question without Notice

Cr Iwanicki 

The recycle bins have been removed from the SES in Queenstown. Why have they been moved?

Manager of Infrastructure & Operations advised that people are using them for general waste and because of that, there have been issues with regard to smells. He said that the bins were a 6-month trial, and they have been there for about 11 months. He said all transfer stations have recycle bins for the public to use.

Cr Iwanicki said it is important to notify the public that they have been removed.

Council reviewed the below incoming and outgoing correspondence for the month, with the following actions were determined.

CORRESPONDENCE THAT REQUIRED A RESPONSE

Community member - Complaint and possible legal action 

Council decided no response was required.

Michelle Etherington on behalf of Anita Dow - Rosebery Bus Shelter 

Council should source grant funding when it next comes up. Noting that Council would then need to take on maintenance of shelters. No response required.

Mineral Resources Tasmania - Chief Government Geologist - Notification of Exploration Licence Application EL4-2024 at Macquarie Harbour

It was noted that the timing of the letter was not the best given the attention on the Maugean Skate. Council to write back advising as such.

Leading & Teaching on the West Coast

Mayor Pitt said that Ms Coates will be introduced to Councillors and the General Manager once settled. Mayor Pitt said it is encouraging to see the Government has listened to the West Coast.

REPORT - INCOMING GENERAL MANAGER ISSUE OF DELEGATIONS

Recommendation

That Council:

Delegate all authority and powers, Pursuant to Section 22 of the Local Government Act 1993, to the General Manager, Ciara Spencer, as set out in Appendix 1, noting that the date of Delegation issue will be back dated to Monday 26 February 2024.

REPORT - ANNUAL PLAN 2024-2025

Recommendation

That Council:

Note the requested feedback provided by the community for the Annual Plan 2024-2025.

REPORT - RATES POLICY GUIDANCE

Recommendation

That Council:

Note the current financial position of Council.

Note the advice in relation to the General Rate, rates for major industry, rates caps and Fees and Charges and provide guidance.

Agree to lobby for removal of the exemption to rates for Hydro Tasmania.

Agree to include the mechanism for a strategic return to Council in the rates policy but not to pursue implementation for the 24/25 financial year.

Note that advice may change.
