MAYOR’S SUMMARY NOVEMBER 2023

The Ordinary Meeting of Council was held on Tuesday 28 November 2023 in Queenstown.

The meeting was made available to view via LIVE Stream. The meeting was open to public attendance. There was 1 person in the gallery.

Councillors were all present at the meeting apart from Cr Newman, who was an apology.

PUBLIC PARTICIPATION AND QUESTION TIME

Scott Newett, of 5 Buchanan Street, Bellerive or 7 Vivian Street, Strahan. 

Regarding the Union Steamship Company building, can Council guarantee, as part of the contract of sale, that building access will to be granted to the public in perpetuity?

Response: 

The General Manager indicated this matter is before the Council in Closed Session on this date. A contract for sale is yet to be signed and no decision has been made on the final contract until considered in the Closed Session. Councillors can vote on any matter in Closed Session to release parts of that information to the public regarding access by the community to the building. Recommendations will be made relating to providing access to the public in due course. The proposal presented to the Council by the preferred proponent included that the middle floor of the building and one shop was available to the community, however, the exact legal framework is yet to be decided by Council.

Questions without Notice

Cr McKay

Is there any scheduled works to remediate the section of road on Harvey Street, Strahan just after the Andrew Street roundabout that has incurred a large deep drop in the road surface?

As seen in the pictures provided - it is referred to as the "back breaker" to local road users.

Response

Manager of Infrastructure & Operations advised that the road is owned by State Growth, and they did a repair about 12 months ago. The Manager advised that he would follow up and make them aware of the issue.

Cr Iwanicki

We received communication from the public earlier this year citing some concerns around minors accessing the gym.  What is the status of security at our gyms?

Is Council aware of any continuing concerns?  Have there been any more complaints?

Response

General Manager advise the issues were primarily around minors. Some action has been taken and there have been no complaints for some time now. The General Manager encouraged any issue be reported. Our current systems assist us in monitoring complaints.

Cr Iwanicki

Do we have trail counters on our mountain bike trails to indicate usage patterns? With Council resources being required to maintain trails it is important that we can be transparent to the public to show value and justify future investment and resourcing.

Response

General Manager advise that some track counters are installed. Growth & Change department will investigate if we need more. He hoped to see a revised report on numbers soon. He said these numbers will be good to use within the tourism industry.

Will there be a removal of the tree stumps in Jakins Street?

Response

Manager of Infrastructure & Operations advised the works were in the process of being priced.

That Council acknowledge the condolences received on the unfortunate loss of our Council team member. On behave of Councillors and Staff, I would like to formally offer our condolences to Todd’s Partner and family.

I would also like to acknowledge that council have set up a condolence book with the acceptance of Todd’s partner for her safe keep of all condolences received.

Suspended Standing Orders

Mayor Pitt suspended standing orders so that individual Councillors could make a statement should they wish to.

Councillors made a brief statement of condolence if they chose to.

I wish to move a motion: that the Strahan Waterfront Public Toilet Facility hours of operation be reinstated to 24/7 as were previously, to better serve the needs of Community, Local businesses & tourists. I seek that both roller doors remain open servicing both the Esplanade & the waterfront precinct of Strahan.

Could the General Manager prepare a report on the impact of making the main street / business areas of all West Coast towns smoke free.

There are already many council areas in towns that are smoke free Playgrounds/ Pools/ Community buildings and outdoor dining areas.

The smoking rate on the West Coast is over 40% while the average Tasmanian smoking rate is 11%

Motion on Notice

I would like to move a motion that we write to state growth [Gordan], signage dept] to relocate the signage in Anzac Park to a more suitable location that was suggested by Gordan, at state growth, signage dept to put signs closer to roundabout, heading west in the little verge area outside cruise terminal.

He also agreed that now the public toilets are no longer there it is unsightly and could be done better. To keep the amazing harbour, view unrestricted.

Also, there was a possibility that it won’t cost council or rate payer anything as there is funds allocation for such a purpose within state growth for your consideration and approval Councillors.

CORRESPONDENCE

Council reviewed the below incoming and outgoing correspondence for the month, with the following actions were determined.

Noting Decision 

That Council RESOLVES that the Correspondence, both incoming and outgoing, as presented, be noted.

Outcome: Carried

There were six (6) correspondence items for Council response.

Department of Prime Minister and Cabinet relating to a recommendation that Council contact the Department of Climate Change and Energy. Councillors agreed that Mayor Pitt will write to the Department of Climate Change and Energy.

Mr Grant Hodge relating to a rates complaint and Zeehan neglect. Cr Graham requested Mayor Pitt write to Mr Hodge to explain how rates are derived. Relating to Zeehan neglect, Council will wait for a complaint so the Council can investigation and take action if appropriate.

The Children's Book Council of Australia relating to their National Campaign. Mayor Pitt will respond to them.

Minister of Local Government relating to consultation regarding managing interest’s framework for Councillors. Councillors will have the option to respond. The General Manager will prepare a draft response relating to the matter of conflict of interest and will indicate the onerous requirements required for Councillors and Council staff.

Lettes Bay Resident accommodation relating to air B&Bs. The Manager of Planning & Compliance indicated Council have written to all owners and operators of visitor accommodation to request that persons do not infringe on other people's privacy and enjoyment. However, Council is not able to do anything else relating to compliance actions as it is a strata property. A letter is to be sent to the Lettes Bay resident informing them of the Council's letter to owners and operators of visitor accommodation.

Tasmanian Waste and Resource Recovery Board around the recovery strategy. Comments are invited from the Councillors to put forward from the Council for feedback. The General Manager will draft a report.

Cr McKay congratulated the Major for the letter to Minister Watt regarding the invitation to the West Coast Aquaculture.

Mayor Pitt indicated there have been three Ministers that have engaged and or visited the West Coast in recent months.

Recommendation

That Council:

Note the Blundstone advertising report and the in-kind support offered by Council and what is reciprocated.

REPORT - ROAD REPAIR PROGRAM

Recommendation 

That Council:

Note the Road Repair Program report as presented, with works due for completion within the current capital works program.

REPORT - WEST STRAHAN ENGINEERING DESIGN

Recommendation

That Council:

Note the report West Strahan Engineering Design Report and continue to seek appropriate funding to achieve the outcomes required.

REPORT - WILLIAMSFORD ROAD REHABILITATION

Recommendation 

That Council:

Note the road repair recommendation and costings for Williamsford Road, and request that Council seek external funding to allow the required repairs to be completed.

REPORT - PURCHASE OF A ZERO TURN BATTERY POWERED COMMERICIAL MOWER

Recommendation

That Council:

Approve a total of $55,000 of surplus funds remaining from the 2023/24 Heavy Plant Capital Budget to be transferred to the Light Plant Capital budget for the purchase a Zero Turn Battery Powered Commercial Mower.

REPORT – UNION STEAMSHIP BUILDING (Closed Session)

Council authorised the General Manager to continue negotiations with the preferred proponent.
