MAYOR’S SUMMARY OCTOBER 2023

The Ordinary Meeting of Council was held on Tuesday 24 October 2023 in Queenstown.

The meeting was made available to view via LIVE Stream. The meeting was open to public attendance.

Councillors were all present at the meeting. Members of the public were in attendance.

Can we workshop the establishment of a Strahan Waterfront Advisory Committee for the Councillors?

Response: 

Mayor Pitt indicated this was an excellent idea and proposed to take this matter to a workshop. All Councillors agreed to take this to a workshop to enable them to gain a better understanding of the running of a wharf.

The General Manager advised a tour of the Strahan waterfront for the Councillors will be organised once the legal documents have been processed.

Would any Councillors be in a position to join the West Coast Weeds Committee?

Mayor Pitt indicated he will be joining the Committee to take some of the burden off staff. Councillors Hamer and Jordan also volunteered to join the Committee.

The Mayor indicated if any other Councillors would like to attend the Committee meetings, their input would be most welcome.

REPORT - FOR NOTING - PARKING & FOOTPATH IMPROVEMENT - CBD QUEENSTOWN

REPORT – APPROVAL PURCHASE OF A FRONT LOADER GARBAGE TRUCK

Recommendation

That Council:

Approve a capital budget allocation for $350,000 to support the purchase of a Front Loader Garbage Truck.

327C/23 LATE ITEM - REPORT DA2023/41 - PROPOSED COMMERCIAL AND ACCOMMODATION COMPLEX

Recommendation

That the report by the Planning Officer dated 10 October 2023 concerning development application DA 2023/41 be received and that Council approve the proposed commercial & accommodation complex at 112 Main Street, Zeehan subject to the following conditions:

1. Endorsed plans

Consent is for the proposed use and development substantially in accordance with the endorsed plans by Plans to Build in conjunction with Coactive Building Design, Project No. 23029, Drg. Nos. AP 01 Rev. 2, AP 02 Rev. 2, AP 03 Rev. 1, AP 04 Rev. 1, AP 05 Rev. 1, AP 06 Rev. 2, AP 07 Rev. 2, AP 08 Rev. 1, AP 09 Rev. 0, AP 10 Rev. 0,

2. Heritage

The developer shall comply with the advice, which Tasmanian Heritage Council has required the planning authority to include in the permit in accordance with Section 39 (6)(a) of the Historic Cultural Heritage Act 1995. This advice is specified in Tasmanian Heritage Council’s submission to Council, Reference (#8192), a copy of which is attached and endorsed to be a document forming part of this permit.

3. Approved uses

Consent is for the proposed use of the 3 identified shops in the new building to be classified as either General Retail & Hire, Business & Professional Services or Food Services in the first instance only. Any change of use beyond the initial tenancy will require Council assessment irrespective of it being either of the other two unused land uses.

4. Hours of operation

●     7:00am and 9:00pm Monday to Saturday; and

The proposed whisky bar and any of the commercial spaces must only operate within the hours of:

●     8:00am to 9:00pm Sundays and public holidays.

5.TasWater

The developer shall comply with the conditions, which TasWater has required the planning authority to include in the permit in accordance with Section 56P(1) of the Water and Sewerage Industry Act 2008. These conditions are specified in TasWater’s submission to Council, Reference (TWDA 2023/00782-WCC), a copy of which is attached and endorsed to be a document forming part of this permit.

6. Frontage aesthetics

Any windows, or doors on a façade facing a frontage must not include security shutters or grilles.

7. Mechanical installations and service infrastructure

All mechanical plant and other service infrastructure, such as heat pumps, air conditioning units, switchboards, hot water units and the like, must be screened from the street and other public places.

Any rooftop mechanical plant must be contained within the roof.

Air extraction, pumping, refrigeration systems and/or compressors must have a minimum setback of 10m from the General Residential zone to the north-east.

8. Requirement to reduce of onsite car parking spaces

The combined access and manoeuvring area is fully contained in the unnamed alleyway which is 5.03m wide. The required car parking width is 3m where there is only 5m manoeuvring width.

The proposed onsite car parking is to reduced from 5 to 4 to accommodate the required 3m width of car spaces.

9. Carparking

All onsite parking, access ways, manoeuvring and circulation spaces must comply with the following:

  1. be constructed with a durable all   weather pavement;
  2. be drained to the public stormwater   system, or contain stormwater on the site;
  3. be surfaced by a spray seal, asphalt,   concrete, or equivalent in accordance with the requirements of the Road   Authority; and
  4. comply with Australian Standard AS   2890- Parking facilities, Parts 1-6 (except where there is any   inconsistency with Condition 8).

10. Road Widening

The pavement of the unnamed laneway is to be widened from the intersection onto Frederick Street to the eastern edge of the north-eastern title boundary in accordance with the endorsed Site Access Upgrade Plan and to the satisfaction of the Road Authority.

11. External Lighting

●     not operate within the hours of 11.00pm to 6.00am, excluding any security lighting; and

Any external lighting associated with the proposed whisky bar and any of the commercial spaces must:

● if for security lighting, be baffled so that direct light does not extend into the adjoining property in those zones.

All external vehicle parking areas and pathways must be illuminated in accordance with the above requirements.

Lighting in the car parking area is to be restricted to low lying wayfinding, bollard or ambient wall lighting to a maximum height of 2.7m. All direct light sources must be baffled so they are not visible from the across the boundary of any adjacent dwelling.

12. Waste storage

Any outdoor waste storage areas must be either screened or not visible from either Main Street or Frederick Street.

REPORT – ZEEHAN SWIMMING POOL REPAIR TENDER ALLOCATION

Council approved and awarded the tender for the repair and upgrade of the Zeehan Swimming Pool. Council expects to have works completed by May 2024, with the pool open for the 2024-2025 season.
